Contract cum Operation Manager

Key Responsibilities

  1. Contract Administration & Compliance
    • Manage contract administration, claims, and procurement compliance.
    • Ensure cost control, contractual entitlement, and operational governance.
    • Strengthen commercial risk management across project lifecycle.
    • Improve accountability in tendering, procurement, and contract administration.
  2. Procurement & Supply Chain Management
    • Lead procurement planning, vendor sourcing, and prequalification.
    • Manage tendering, negotiation, and supplier selection.
    • Approve purchase orders and procurement strategies.
    • Monitor supplier performance and contractual compliance.
    • Align procurement with project budget and delivery schedule.
  3. Cost Control & Budget Management
    • Develop and monitor project material budgets and subcontract cost benchmarks.
    • Support cost reporting, forecasting, and variance analysis.
  4. Operational & Office Administration
    • Oversee documentation control, filing systems, and administrative processes.
    • Ensure adherence to ISO 9001 (Quality) and ISO 45001 (HSE) standards.
    • Manage internal approvals, workflows, and reporting structures.
  5. Risk & Compliance Management
    • Conduct risk identification, mitigation planning, and compliance audits.
    • Ensure implementation of HSE procedures and corporate governance policies.
  6. Coordination with Project & PMO
    • Support project delivery teams on contractual, procurement, and commercial matters.
    • Align procurement timelines with project schedules and contract obligations.
  7. Tender Management (Pre-Contract / Strategic)
    • Lead tender strategy, pricing, bid management, and risk assessment.
    • Ensure strong commercial positioning and successful tender submissions.

Authority

  • Approve Purchase Orders within delegated limits
  • Endorse procurement strategy and vendor selection
  • Validate contract-related submissions and claims documentation

Key KPIs

  • Procurement cost savings vs budget
  • Contract compliance and dispute minimisation
  • Timely PO issuance and material delivery
  • Claims recovery success rate

Reporting Line

  • Reports to: General Manager / Project Director
  • Interfaces with: PMO, Finance, QAQC, HSE, Engineering

Requirements:

  • Bachelor’s degree in electrical engineering with experience in M&E works.
  • Strong skills in drafting contractual correspondence and formal documentation.
  • Excellent negotiation, risk management, and analytical skills.
  • Strong written and verbal communication skills.
  • 5–10 years of experience overall, at least 2–5 years handling contracts, vendors, operations, projects, or team coordination

  • At least 3 to 5 years working experience either in IOT, Advanced Planning And Scheduling (APS), Digitalization or Ind4.0 related field
  • Have experience to work in Business Development, Sales or Marketing is preferred
  • Experiences in Project Sales, preparing tender/proposal
  • Knowledge and experience in Mendix Low Code Platform and Advanced Planning And Scheduling are added advantages

Job Description:

Procurement: –

  • Responsible for all procurement activities for the organization.
  • To obtain quotation from supplier and negotiate for the best price, best quality, and best service.
  • Analyze and advise on prices variances.
  • Provide advice, assistance and follow up procurement and procedures.
  • To develop, manage and co-ordinate the procurement process.
  • Process purchase requisition / order within purchasing authority.
  • Liaise with suppliers to ensure goods are delivered on time.
  • Manage suppliers on quality issues.
  • Coordinate with project team for the material delivery schedule.
  • Responsible to execute project implementation accordance to agreed customer requirement and always refer to the established ISO 9001 Quality Manual, Procedures Manuals and Work Instruction Manuals.

Administrative: –

  • Creating and maintaining filling systems
  • Checking and verifying suppliers and sub-contractor’s invoice and delivery order
  • Monitoring monthly customer billing and supplier invoice report
  • Monitoring project insurance / project rental reports
  • Monitoring annual leave and medical leave for all employees for record purpose
  • Organizing and storing paperwork, documents and computer-based information
